Boy Scouts Question pertaining to merit badges?

I’ve completed all but one requirement of my Emergency Preparedness merit badge. My only problem is that it has been over a year since I first started working on this merit badge and my leaders are telling me that if you don’t complete a merit badge within the year that you started it, then you must start all over.

However on http://meritbadge.org/index.php?title=Merit_Badges it says that “Boy Scouts may work on merit badges from they time they join a Scout troop until they turn 18 years old. There is no time limit for completion of merit badges other than age 18.”

Which one is correct, my leaders or the website?

Please help and hurry, I turn 18 on January 14 which is 10 days meaning if I do in fact have to start this whole badge over, I have to hurry…

The table with total of honor he finished he finished he received 26 merit badges just finishing up the table with regards to do.
The table with regards to do it was great when he had worked on during his last court of 73.
